문 정부, 셀트리온에 코로나 R&D 예산 522억 몰아줬다

10일 국회 과학기술정보방송통신위원회 소속 국민의힘 김영식 의원이 과학기술정보통신부와 보건복지부로부터 제출받은 자료에 따르면, 2020~2022년 3년간 과기부 혁신본부가 복지부에 배정한 R&D 예산은 1686억원이었다. 복지부는 이 중 절반인 832억2000만원을 제약사의 코로나19 백신·치료제 연구개발에 지원했다. 특히 셀트리온이 항체치료제 개발과 관련해 522억원의 국비지원금을 받았다. 당시 복지부 ‘코로나19 신약개발 사업단’이 과제별로 총 10개 제약사를 선정했다고 밝혔는데, 지원금의 62.7%가 셀트리온에 집중된 것이다.
당시 문재인 전 대통령은 2020년 10월 서정진 셀트리온 회장 등이 참여한 ‘코로나19 백신·치료제 개발 현장간담회’를 열고 “개발이 순조롭게 진행되면 치료제는 올해 안에 생산을, 백신은 내년에 가능하다”고 말했다. 사흘 뒤 이낙연 당시 더불어민주당 대표도 인천 셀트리온 연구소를 직접 방문해 서 회장으로부터 개발 가능성에 대해 설명을 들었다. 서 회장은 그해 11월 언론 인터뷰에서 “연말 치료제 개발이 마무리되면 은퇴하겠다”고도 했다.
